Hmm. I tried looking up on the internet about seeing both images at the same time, but haven't had success. I did find this link though, with an Alchemy piece on it?

Are they allowed to post that up? Don't they need to ask permission and give credit to Alchemy for that image?

I'd say on that article the writer fails to know much about what stands out.
The background (or skin of the girl) is a brighter than the dragons where are comparatively darkened, so our attention is then drawn to the lighter colour. Most likely you'll see the dragons when your eyes adjust more to the image.
Ones like that always amuse me for some reason.

I've never heard that you're not supposed to be able to see both images. The one that I notice first on these type of pictures is the one that stands out the most to me, but I can usually see both if I try. Once I know what I'm looking at, that is...
