This may be a dead thread, but regardless:
When we have a conversation, for example, the brain stores the info in the short-term memory, and then transfers relevant or important info into the long-term memory. Deja-vu occurs when the brain gets mixed up and tries to store the info in the long-term memory, which makes us feel as though it's happened before.
That said, though, a friend of mine often has dreams that come true a while later, and the moment he woke up from the dream is the moment he realises it's deja-vu in real life! So I guess it happens both ways

I often have Deja Vu, and it freaks me out because I actually dreamed that event before it happened.

I believe that all people have happened deja vu effect ...
